TUESDAY, SEPTEMBER 4, 2001
Members Present: Mr. Siracusa
Mr. Bianco
Mr. DeOrio
Member Absent: Mr. Morabito
Mr. Castiglione
Mr. DeOrio: This is the September 4th meeting of the City of Auburn Examining Board of Plumbers. Let the record show that all members are present, with the exception of Mr. Morabito and Mr. Castiglione, who are excused for this evening, but there are 3 of us so we have a quorum. On the agenda for tonight meeting obviously is to accept applications. If we can get a report from Mr. Moore who is here, Jim Moore, the Code Enforcement Officer. He has indicated that no applications were received in his office prior to this date and they have until the close of the meeting tonight to submit them otherwise they are done and will have to wait until the next meeting. The only applicant that will be eligible to take
the test is Hal Smith. If you remember we accepted it last time but he chose to go on vacation instead of taking the test. He had to wait 6 months.
So in the meantime what we will do, I think, Mr. Moore has a decal with him tonight that he has prepared and I guess we will take a look at it and make a decision tonight on what and how many we want. Go ahead Jim.
Mr. Bianco: That looks a lot better.
Mr. DeOrio: City of Auburn Plumbing decal. Jim is at the podium.
Mr. Moore: These are copied after Onondaga County and I have seen all Onondaga County trucks have one on each side. Instead of having a sign on the business, just make a requirement that everybody have one on each side of the truck. I don t know how we want to work this on paying for them.
Mr. DeOrio: Well how much are they each Jim?
Mr. Moore: I think the price is $5.86 - $6.00.
Mr. DeOrio: $6.00 each?
Mr. Moore: Yes.
Mr. DeOrio: So it would be about $12.00 a truck?
Mr. Moore: Yes.
Mr. DeOrio: Is that something, I see Mr. Lilly, is that something any of you object to?
Mr. Bianco: I am willing to buy it for all the trucks. I have no problem with that.
Mr. DeOrio: Mr. Lilly no problem with that point?
Mr. Lilly: No.
Mr. Bianco: I have a truck that I lease from one of my guys, I don t want to stick it on permanently.
Mr. DeOrio: That is a good question. How about a truck that is used occasionally a fleet truck?
Mr. Moore: The employees don t have to have one. Just Steve s truck.
Mr. DeOrio: Just Steve s truck.
Mr. Moore: Yes.
Mr. DeOrio: OK. Let me ask you this, if one of the plumbers wishes to have one of these made up in a magnetic fashion at their own cost
Mr. Moore: I think they should be permanently affixed
Mr. DeOrio: Not temporary OK.
Mr. Moore: And also on there one of my suggestions would be when somebody comes in to renew their license, we give them a certificate and make them to go like Pines Signs and they will make them up for them. We give them a letter saying yes he is a license #___. We don t know what the numbers are going to be. After this year all the plumbing will be the same.
Mr. DeOrio: So they will be renewable from year to year with the same plumbing number?
Mr. Moore: Yes and also it would be the same for drain layers.
Mr. DeOrio: The drain layers will say drain layers instead of master plumber?
Mr. Moore: Yes.
Mr. DeOrio: OK.
Mr. Bianco: May be we should have that another color Jim? The drain layers in another color?
Mr. Moore: It will be up to you.
Mr. Bianco: It would identify the plumbers.
Mr. DeOrio: Drain layer would have a different color?
Mr. Moore: Gave me a good price for all one color.
Mr. DeOrio: That is the problem Steve. Why don t we just have it the same color, alright? Same color drain layers, of course, drain layer you will be able to see that. OK, why don t we take a vote, members of the Board willing to accept the decal that has been presented by Jim Moore tonight, which is Master Plumber License, one for each side of the truck at a cost of $12.00 per vehicle, license number to be assigned by the Housing Code Inspector as they are issued. The drain layers license will be the same decal with the exception that it will say drain layers instead of master plumber. Call the vote.
Mr. DeOrio: Steve?
Mr. Bianco: Yes.
Mr. DeOrio: Frank?
Mr. Siracusa: Yes.
Mr. DeOrio: Me yes. Passed. We will do that. Jim approximately how long will it take before we have some made up?
Mr. Moore: Like I said I am waiting for David Stathis to complete my program. All the plumbers and electricians are going to be in the computer. We are going to print out the receipts, a wallet sized card for the plumber and license and we are waiting for him to make up the program. It is 60% done.
Mr. DeOrio: We should have this certainly resolved by the end of the year. What we will do is make it effective with this vote as of January 1, 2002, we expect all plumbers to have the decal affixed to their vehicle.
Mr. Bianco: Can you get them sooner than that Jim?
Mr. DeOrio: You will get them sooner, just 2002
Mr. Moore: I don t know what the number will be.
Mr. Bianco: OK.
Mr. DeOrio: Jim will assign the numbers.
Mr. Moore: That is the whole thing, I would like to get them right now.
Mr. DeOrio: He is waiting for his computer to be set up and once he has that then he can contact everybody, ask you how many trucks, so it could happen certainly before the first of the year, but we will make it that it has to be done by the first of the year.
Mr. Bianco: Some of our trucks are advertising on the doors, have to find the best spot for it.
Mr. DeOrio: Some where on the side of the truck, anywhere, it could be in the upper rear corner.
Mr. Bianco: I have a problem with a truck that is not my truck I think the reason behind the stickers is to identify the trucks out there so it is easier to pick up whose is working for a plumber and who is not, you know what I mean?
Mr. DeOrio: Yes. He has a couple of plumbers who work for him part time they use their own service trucks, he slaps a magnetic on it, he can t permanently affix this to their truck.
Mr. Moore: They are suppose to be permanently affixed.
Mr. Bianco: That is the only truck out of all my trucks. He went out and bought his own truck you know.
Mr. Moore: Look at Townsend, he has 4 different groups of guys working for him now, he made them all put his name on their trucks.
Mr. Bianco: He carries his name on the truck, I don t know if he wants a City sticker. He won t have a problem.
Mr. DeOrio: He won t have a problem, so that is not an issue.
Mr. Moore: These are suppose to stay on.
Mr. DeOrio: Right, you have to put them on clean and rub them on. Jim will give instructions on how to affix them. Very nice looking, good job Jim.
Mr. Bianco: They do stand out.
Mr. DeOrio: Very important. I think you have done a good job.
Mr. Moore: That is the same as Onondaga County.
Mr. DeOrio: Looks good. OK, any other business to bring before tonight s Board? Any other business? The test will be coming up. October 9th, the second Tuesday of October will be the night of the exam. Carl has it scheduled so that one day is the practical exam and the following evening is the written exam. He is making those arrangements for those that are taking the exam. Right now it is just one person. Carl will administer the test. Anything else?
Mr. Bianco: Will there be an open Board meeting?
Mr. DeOrio: No. Just the test. We will call another meeting which will be November 13th and that will be the next time we meet and at that time we will go over the results of the test. Any thing else?
Meeting adjourned at 6:30 p.m.
