The comptroller is the Chief Financial Officer of the City and the head of the Finance Department. The Comptroller has the responsibility for capital financing, preparation of the City's Comprehensive Annual Financial Report, preparation of the City's annual operating budget, payments of unallocated budget items, budget maintenance and forecasting.
